Does the '00 have the dbel? I don't think so.

You "can" install without removing waterbox, but take time & patience... I used a coat hanger or long straight piece of rod and some silicone on the washer/nut and slid them to where they belong and carefully started the bolt in the threads. Can get a socket on them to tighten.. sometime swivels and diff size entension help..

I think the '97-99 hulls were thiner in that area so they suggest a backing plate.

Good luck!

Saying it is difficult is putting it mildly. It is a pain to get behind the waterbox and remove/replace the fasteners, but yes, with patience and an alcoholic beverage of your choice, it can be done. You will need to take all the connections off the waterbox so that you can move it out of the way as much as you can. the left side is a piece of cake. It took me all day to do my 99XPL.
